Bad things happening to good people is not necessarily due to their past negative karma: it can also be a test of those around them, to see if those people are going to do anything to help, or just judge - which also applies even if the bad things are due to past negative karma.

While deliberate use of psychic abilities is often ineffective and morally wrong, some people have (generally minor) ability to do so as a test or karmic reward.
